Through years of practicing the art of communication, leadership, and public service, Del has influenced the behaviors of tens of thousands of youth, young adults and public service professionals. He remains committed to delivering dynamic and interactive educational experiences beyond the podium to change the thought patterns of his audiences and empowering communities. Del integrates his compelling life story of difficulties and thought-provoking experiences demonstrating that behaviors and life choices are not linear but are instead an equation of how one sees opportunity beyond their heredity and environment, shifting his own expectations and performance through staying true to servant leadership values, and beliefs.

It isn’t just about his profession. He firmly believes his career of trust is more of a vehicle to reach and help many. It is his ability of story telling his life experiences that conveys a message of cohesiveness, partnership, and connection that bridges people together to find common ground and achieve higher forms of stability in life.

Growing up in a low-income part of south Los Angeles with 2 siblings, raised by a single military veteran mom, Del was met with harsh societal realities commonly portrayed in the mainstream news media. It was with his social and economic experiences coupled with witness to several events that showed the worst of humanity that Del pursued a lifestyle and dedication to a career of public service especially for those who seek positive role-models demonstrating that even through adversity, anything is possible.

Harbinger Horizon LLC is a management consulting firm that provides strategic advisory and leadership development services to organizations. Harbinger Horizon LLC works with a wide range of clients, including Fortune 500 companies, non-profit organizations, and government agencies. With 24 years of learning workplaces and communities through public service, the firm's services include strategic planning, organizational design, talent management, leadership development, and change management. One of the key areas of expertise for Harbinger Horizon LLC is helping organizations to develop and implement strategies for growth and innovation. The firm's consultants work closely with clients to identify opportunities for growth and to develop strategies that are aligned with the organization's mission and values.

Another area of focus for Harbinger Horizon LLC is leadership development. The firm offers a range of programs and services designed to help individuals and teams develop the skills and competencies needed to be effective leaders in today's complex and rapidly changing business environment. To date, I provide presentations and compliance training to approximately 160 cities/counties and 15 businesses at an average rate of 4 courses a week. Courses consist of audience sizes ranging from 10 to 350 employees.

Technical Training Deputy Sheriff – December 2016 to Current

Los Angeles County Sheriff’s Department – Los Angeles, CA

Advanced Training Officer assigned to the Training Bureaus Professional Development Unit. Lead instructor and curriculum developer/designer for the department’s workplace harassment prevention training. The responsibility of my position is to promote the department’s Policy of Equality, educating its 18,000 sworn and professional department members on workplace harassment and the departments campaign to maintain a respect-based leadership workplace, free of discrimination, harassment, retaliation and abusive conduct. I facilitate state and federally mandated training to sworn personnel, professional staff, and volunteers within Los Angeles and Orange County. Course development is to ensure the department maintains compliance with State Assembly Bill 2053, Assembly Bill 1825 and Federal Government Code 12950.1.

Emergency Operation Incident Management Team Officer – October 2014 to Current

Tactical Planning Officer for the Sheriff’s Department’s Emergency Operation Bureau. The Tactical Planning Unit’s primary purpose is to support Incident Commanders in the areas of disaster preparedness and mutual aid coordination and response. The Tactical Planning Unit coordinates the emergency response of personnel and equipment to assist Sheriff Stations and independent police agencies in the management of large-scale events, be they natural disasters, man-made catastrophes, or pre-planned or spontaneous public gatherings likely to overwhelm the initial responding agency. To date, I maintain numerous qualifications and certifications in the field of Incident Management with a knowledge base of the US government’s National Response Plan for nationwide incidents, civil disturbances, WMD complex Hazmat training, FBI 12 step evidence collection procedures, and event planning.
